Well, the relatively high GPA comment is... relative. It really depends on the country and even the embassy you apply at. For example, applicants from England are (at least mathematically) more selective due to only having one embassy for JET applicants in England.
Out of a 4.0 system, having over a 3.3 would probably be sufficient, but it appears that some people with lower enter the program.
As for those admission statistics, I put them together from a handful of sources of dubious quality. At this point I can't remember where the different numbers came from that I used to calculate, but I wouldn't place any great faith in them. That said, I think they're at least somewhat representative if imperfect.
